Common on European utility bikes, a front wheel stabilizer simplifies loading front racks. This is a spring that connects the fork to the downtube. It gives the front wheel a subtle self-centering effect, making loading and unloading a bike with a basket or, for example, a porteur rack much easier. The spring also provides some resistance when steering, so it counteracts distractions caused by potholes and road debris.
